Description	Los Angeles County supervisors hired former Watergate investigator Carmine Bellino (pictured at left) Tuesday to head an audit of the assessment practices of Philip Watson, who is being audited under charges that he unfairly assessed homeowners. Watson struck back at the board's action by charging Chairman Baxter Ward (pictured at right) with directing a personal vendetta against him. Bellino's charge is limited to checking the county's assessment practices, which Ward claims are skewed to favor income-producing properties. Photograph dated October 19, 1976.
