Budd
was
born
on
May
18
,
1851
in
Janesville
,
Wisconsin
and his
family
moved
to
California
when
he was a
young
boy
.
Budd
later
attended
U.C
.
Berkeley
and was
admitted
to the
bar
in
1874
. He
became
involved
in
politicas
and
served
a
single
term
in the
U.S
.
House
of
Representatives
.
After
a
bitter
campaign
,
Budd
became
the
19th
governor
of
California
on
January
11
,
1895
. He
pushed
legislation
through
the
California
State
Legislature
in
1895
to
create
the
Bureau
of
Highways
, an
agency
to
construct
and
manage
maintenance
to the
state's
growing
road
network
. The
Bureau
of
Highways
later
evolved
into the
California
Department
of
Transportation
(Caltrans)
. The
next
year
, he
authorized
the
purchase
of the
Lake
Tahoe
Wagon
Road
,
making
it
the
first
state
highway
.
Budd
did
not
seek
re-election
because
of
failing
health
. He
died
on
July
30
,
1908.

auditorium
located
at the
intersection
of
Fifth
and
Olive
Streets
in
Los
Angeles
,
California
.
