Historical Data	The Army and Navy Legion of Valor held its 1954 annual reunion in Los Angeles. The legion consists of holders of the Congressional Medal of Honor, the Distinguished Service Cross, the Navy Cross and the Air Force Cross. the medals are awarded to servicemen and women for recognition of their service and heroism in the line of duty. Norris Poulson was born in Baker County, Oregon on July 23, 1895. He moved to Los Angeles in 1923 and became a certified public accountant. After serving in the California State Assemblyman and the United States Congress, Poulson became the 36th Mayor of Los Angeles from 1953 to 1961. During his time as mayor, Los Angeles became the third largest city in the U.S. Poulson was instrumental in leading the construction of the Los Angeles International Airport, expanding the Los Angeles Harbor, and luring baseball's Brooklyn Dodgers to Los Angeles. He lost re-election to Sam Yorty and returned to accounting before moving to La Jolla, California. He died there on September 25, 1982.
Description	Photograph caption dated July 13, 1954 reads "A testimonial to the City of Los Angeles is presented to Mayor Norris Poulson by E. Lee Henderson, Los Angeles commander of the Army and Navy Legion of Valor, as the group begins its sixty-fourth annual convention here. Also taking part in the presentation is Sallie Kerns, 'Miss Legion of Valor.' More than 200 members are attending."
